Dutch temporary staffing industry innovates and introduces electronic
‘invoicing’

In the Dutch temporary staffing industry electronic data processing cannot be stopped. The
only problem is that not all systems and files of the staffing customers and the staffing
organizations are compatible. As per 1 January 2008 the Stichting Elektronische Transacties
Uitzendbranche (foundation for electronic transactions in the staffing industry) or SETU
introduces the new Standard for Invoicing.

The object of the new electronic invoicing message is to make an exchange of invoicing data possible
between the staffing customers and the staffing organizations, in a simple and reliable way. The
developed message is an open Dutch standard, based on the international HR-XML standard. The
new standard replaces the previous standard that was issued in the past by PleinU.

The SETU was founded by the ABU (the Dutch association of temporary work agencies). The SETU
develops and administers the standards for electronic message formats and offers support to its
participants. The SETU only develops open standards, specifically for the Netherlands, so that all
staffing organizations and staffing customers can make use of it.

Mr. M. (Mark) van Bussel, Managing Director of Vedior and Chairman of SETU, is pleased with the
new development: “Staffing organizations and staffing customers will more and more decide to work
with the developed standard. It is a big step forward in gaining an efficiency advantage for both
parties.”

As per 1 February 2008 a Standard for Ordering & Selection, a Standard for Assignment and a
Standard for Reporting Time & Expenses will become available. With these standards the entire
process from application to invoicing can be fully organized on the basis of the SETU standards. More
